Photo Shop, Adobe Premiere Pro !!!!? HELP

I have a project in one of my classes and I can not find a way to achieve project. So we have to take a photo in Photoshop and make the changes so distorted blur. Easy does not do right. We have to take the picture in Adobe Premiere and show what we've done as a screenshot or something. But I have no idea what to do HELP! He stated that the use like a dove .. commercial development, but what!

To take pictures screen, press top right of your keyboard then paste them anywhere. To make a blur effect, go to Filter> Blur, then choose one.
